Furthermore, the RICS accreditation guarantees a continuous evaluation and improvement of our services and the professional development of our staff. Within the RICS organisation, Sake van den Berg and André Deleroi counsel aspirant members and conduct the final assessments. Sake is also a member of the Valuation Committee of the RICS. This committee deals with technical matters concerning valuation and with implementing the Red Book in Dutch practice.
The valuers listed in the RICS register (Valuation Registration Scheme), are entitled, as of February 2014, to bear the title RICS Registered Valuer. Only valuers listed in the RICS registers are permitted to provide Red Book valuations. It is a mandatory register for RICS valuers. Our clients, such as investors, housing corporations, municipalities and other stakeholders, as well as accountants and regulatory bodies, can consult the register to ensure themselves that the valuer in question is an actual Red Book valuer. BaseValue has two valuers at its disposal who are listed in the VRS register.
The NRVT (Register of Real Estate Appraisers in the Netherlands)registers property valuers based on personal title and enforces unambiguous rules of conduct, professional rules and regulations for the four chambers (Housing/Small Business (WM), Commercial Real Estate (BV), Agricultural Real Estate (LV) and WOZ (Valuation of Immovable Property Act). The NRVT continuously monitors the compliance of the rules of conduct, professional rules and regulations, and therefore guarantees the quality and reputation of the registered valuers. Furthermore the NRVT has its own disciplinary system, which provides consistent, transparent, and independent disciplinary proceedings to all registered valuers. One of BaseValue’s partners, Sake van den Berg, is chairman of the Expert Committee of Commercial Property at the NRVT. The committee prepares and develops all the technical components so that after receiving approval by the central council they can be ratified by the board. BaseValue has three valuers who are member of the chamber Commercial Real Estate, of which two have the certificate ‘large commercial property / special valuations’.
The NVM is the Dutch Association of Realtors and Property Valuers. The NVM is known as a branch organisation for realtors but is also positioning itself more and more as a branch organisation for professional property valuers. Besides providing professional support the NVM also has a wealth of transaction data at its disposal which has a great added value to our valuation and consultancy activities. A NVM membership also guarantees integrity and independence. Buying and selling property on one’s own account and risk is therefore ‘not done!’ All of our valuers are members of NVM and are active within the association to further develop the professional field. The institute HypZert GmbH certifies valuers in a personal capacity for the German financial sector. In the German financial sector, the certification HypZert has gained recognition based on the stringent demands of ISO/IEC 17024. The title CIS HypZert (MLV) is internationally acknowledged and proves that the valuer in question is competent and adheres to the rules of professional conduct and the rules of valuation as described in the German Pfandbriefgesetz. André Deleroi is a certified HypZert valuer.
Recognised European Valuer (REV) is an internationally recognised and protected title that is granted under certain conditions to property valuers. The title is granted by the international REV register of TEGoVA, The European Group of Valuer’s Associations. This makes it easy for clients on a local and (inter)national level to determine that the valuer possesses cross-border qualifications as a professional. The REV certification scheme guarantees that individual valuers operate on a distinctive level in the market in accordance with the European Valuation Standards (EVS). André Deleroi is a certified REV valuer.
